Gov. Mikie Sherrill announced shutdowns on NJ Transit and speed restrictions on major roadways shortly after noon on Sunday, as a storm that can bring up to 28 inches of snow to parts of the region begins. There is a truck ban on state highways as of 3 p.m., and speed limits will be reduced to 35 miles per hour.
