SAN FRANCISCO (AP) — The 9th U.S. Circuit Court of Appeals on Thursday temporarily blocked a federal judge’s order that directed President Donald Trump to return control of National Guard troops to California after he deployed them there following protests in Los Angeles over immigration raids.

Thousands of people nationwide have shown up at protests and rallies opposing ICE raids as unrest grows in response to the Trump administration's immigration crackdown.

About 700 Marines and more than 4,000 National Guard have been deployed at the cost of $134 million. William Deverell is a professor of history at USC’s Dornsife College of Letters, Arts and Sciences.

Judge Charles Breyer ordered the administration to return control of the National Guard to the California governor. But he also ruled that it was premature to restrict the use of active-duty Marines.

Trump deployed 4,000 National Guardsmen and 700 Marines to LA against the wishes of Newsom and Bass. Newsom sued the Trump administration, saying they unlawfully "trampled over" California’s sovereignty when they federalized the California National Guard.

Immigration raids have fueled days of protests, resulting in hundreds of arrests in Los Angeles as demonstrations have spread across the nation.

Maj. Gen. Scott Sherman said 500 National Guard members have been trained to accompany agents on immigration operations.
