Honolulu Mayor Rick Blangiardi’s administration says its proposed $5.14 billion budget package for fiscal year 2026 will fund more affordable housing projects, deal with the crisis of homelessness and augment core public safety services on Oahu.

Mayor Rick Blangiardi has requested a bigger budget for the next fiscal year. The proposed operating budget is $3.9 billion – an over 8% increase from last year, and the capital improvement project budget is $1.

The mayor said his fifth budget proposal is the best so far in executing his agenda: “We don’t spend money we don’t have.”

Honolulu Mayor Rick Blangiardi is proposing the city set aside millions of dollars to brace for potential federal funding cuts, though he says it’s too early to know exactly how the city will be affected by policies emanating from Washington.

The Mayor’s proposed budget for 2026 has been released. It’s a massive $3.93 billion operating budget plus $1.2 billion in capital improvements.
