Control of Congress in next year’s election could turn on how Americans view the sweeping tax- and domestic-policy package.

Some Democratic leaders and officials believe the combination of tax cuts and potential changes to some Americans' health care coverage could allow the party to recapture the anger and anti-Trump backlash that helped the party reclaim the House in 2018, after Republicans passed their tax package and repeatedly failed to repeal Obamacare.

Wind provides about 10% of the electricity generated in the U.S., according to the U.S. Energy Information Administration, with a goal of 20% by 2030. Solar is at about 4%, with the industry’s target at one point to reach 30% by the end of the decade.
