Police crackdown on overpowered e-bikes and delivery riders

Battle creek Police Department Harrasment at its Finest. This is my Young dogs second encounter with the same police department. The officer clearly states that he isnt in any trouble and he just wants to talk in which he refuses which is considered a voluntary consensual encounter. Its barely 60 degrees outside today , as the past two weeks its been in the 80s. His reasonble suspicion was that his “Hands” were in his pockets. After the refusal Officer Cooper violates his Fourth Amendment rights
